  • על החברה להיות חברה טכנולוגית – בעלת מחקר ופיתוח (על המו"פ להיות מרכיב עיקרי בהוצאות החברה ומרבית הכנסות החברה צריכות לנבוע מאותה פעילות מו"פ)
  • הכנסות החברה בשנת 2005, שנת הבסיס של התוכנית, צריכות להיות לפחות 63,000 דולר (50,000 יורו ע"פ שער חליפין ב- 2005) ובשנת 2009, למעלה מ- 1,120,000 דולר
  • על החברה להיות קיימת לפחות 5 שנים
  • הנהלת החברה היא ישראלית
